     روسی مسلمانوں کی نمائندگی کرنے والے مفتیوں کی کونسل کے چیئرمین اور روس کے مفتیٔ آعظم نے آبادی کے رجحانات کا حوالہ دیتے ہوئے پیشنگوئی کی ہے کہ روس کی تقریباً 30 فیصد آبادی اگلے 15 سالوں میں اسلام پر عمل پیرا ہو جائے گی۔ آبادیاتی تبدیلیوں کا مطلب یہ ہے کہ روس کے بڑے شہروں میں "درجنوں" نئی مساجد کی تعمیر کی ضرورت ہوگی۔ روس وہ علاقہ جہاں عالم اللّٰہ تعالیٰ نے اسلام کو قد آور، دینی علم و فہم رکھنے والی عظیم شخصیات عنایت فرمائیں۔

     کیا یہ خبر اسلام دشمن طاقتوں کی نیندیں غارت کرنے کے لئے کافی نہیں؟ اسی بغض و عداوت نے انہیں کہاں سے کہاں لاکھڑا کردیا ہے۔ بغض و عداوت کی جنگوں نے انہیں اپنے ہی افراد کا خون بہانے پر مجبور کردیا ہے۔ ہمارے علم میں یہ بات ہے کہ یوکرین کی لگ بھگ ساڑھے چار کروڑ آبادی کا فقط ایک سے دو فیصد مسلمان ہیں۔ یہاں کی آبادی کی اکثریت مسیحی ہے۔ لیکن جغرافیائی حدبندیوں کی حوس نے انہیں اپنوں کا ہی خون بہانے پر لاکھڑا کردیا۔ کیوں کہ یہی لوگ انسانیت کے قاتل ہیں۔

     عصرِ حاضر میں عالم اسلام جس کشمکش میں مبتلا ہے، وہ حیران و پریشان کن مرحلہ ہے، تشدد اور خلفشار بیشتر اسلامی ممالک کا مقدر بن چکا ہے۔ بادی النظر میں جو بڑی وجوہات سامنے آرہی ہے کہ دنیائے اسلام کی ٹھیکیداری کا دعویٰ کرنے والے اسلامی ممالک دشمنان اسلام کی گود میں جا بیٹھے ہیں۔ جس کے بعد ایسے ممالک کو نہ تو اسلام کی کوئی فکر ہے اور نہ ہی اسلام کے ماننے والوں کا کوئی خیال رہ گیا ہے۔ حد تو یہ ہوگئی ہے کہ امریکہ کی خوشنودی حاصل کرنے کے لیے دنیائے اسلام کا قبلہ کہے جانے والے کئی بڑے اسلامی ممالک یا اسلامی تحریکات کھلے عام غیر اسلامی امور انجام دے کر فخر محسوس کر رہے ہیں۔ ایسے لوگ دنیا کی چکا چوند رعنائیوں میں اس قدر اندھے ہوچکے ہیں کہ ان میں اسلامی مقدسات کا پاس و لحاظ بھی ختم ہوتا جا رہا ہے۔

     ہمارا عقیدہ ہے کہ اسلام غالب ہونے کے لئے آیا ہے، یہ اللّٰہ کا وعدہ اور نبی کریمﷺ کی بشارت بھی ہے۔ عالم اسلام کا شطر مرغ کی مانند ریت میں منہ ڈال کر "ٹُک ٹُک دِیدَم دَم نَہ کَشِیدَم" کا کردار ادا کرنا ایک بڑی تباہی کا پیش خیمہ ثابت ہورہا ہے۔ اللّٰہ تبارک و تعالیٰ کے آخری نبی کریمﷺ نے غلبۂ اسلام کی بشارتوں کے ضمن جو پیشن گوئیاں کی ہیں اس کے مطابق خراسان کے علاقے اسلامی بیداری میں ایک بڑا رول پلے کریں گے۔ روس کے بڑے علاقے بھی اسی خراسان کے علاقوں میں شامل ہوتے ہیں۔

     جس طرح عالم اسلام کو اللّٰہ تعالیٰ نے کریمیائی تاتاریوں کی شکل میں پھیلایا، کیا وہ پاک پروردگار اس پر قادر نہیں کہ وہ ہماری خواب خرگوش کی نیند سورہی امت کو بیدار کرنے کا کام کسی دوسری قوم سے لے لے۔ اور تاریخ گواہ ہے کہ اللّٰہ نے دشمنوں کی صفوں سے اسلام کو دوبارہ کھڑا کیا ہے۔  ؏

  ہے عیاں یورشِ تاتار کے افسانے سے

  پاسباں مِل گئے کعبے کو صنَم خانے سے

     باطل پرستوں کی غلامی کا طوق اوڑھے موجودہ نام نہاد توحید پرستوں سے اللّٰہ تعالیٰ شاید انہیں صنم خانوں سے اہل اسلام کو کھڑا کرے جو اسلام اور خانۂ کعبہ کی حفاظت کرے۔

      چند ماہ سے یوکرین اور روس کے ساتھ فوجی اور جغرافیائی تنازع کی وجہ سے عالمی سطح پر مرکزی نگاہ بنا ہوا ہے۔ حالیہ کشیدگی اس وقت اپنے عروج پر پہنچ گئی، جب چند روز قبل روس نے یوکرین کے دو علیحدگی پسند علاقوں ڈونٹسک اور لوہانسک کی آزاد حیثیت تسلیم کرلی تھی اور وہاں اپنی فوج داخل ہونے کے احکامات جاری کیے تھے۔ یورپ کی ’بریڈ باسکٹ‘ کہلانے والا یوکرین مشرقی افریقہ سے لے کر مشرقِ وسطیٰ اور جنوبی اور جنوب مشرقی ایشیاء کو اناج کی فراہمی کا بڑا ذریعہ ہے۔

     مشرقی یورپ میں واقع یوکرین رقبے کے اعتبار سے روس کے بعد سب سے بڑا یورپی ملک بن گیا ہے۔ 23 اگست، 1991ء تک یوکرین سابقہ سوویت یونین کا ایک حصّہ رہا ہے۔ یوکرین و روس تنازع کی جڑیں تلاش کرنے کے لیے سو سال پہلے 1920ء کے حالات و واقعات کا جائزہ لینا ہوگا جب انقلاب روس کے بعد یوکرین کو سویت یونین کا حصّہ بنایا گیا تھا۔ یوکرین کی سرحد روس اور یورپی یونین دونوں سے ملتی ہے۔ یوکرائن کی سرحدیں روس، پولینڈ، بیلارس، سلواکیا، ہنگری، رومانیہ اور مالدووا کے ساتھ جاملتی ہیں۔

     اس جغرافیائی تنازع کی جڑیں گذشتہ ایک سو سالہ تاریخ سے وابستہ ہے۔ حالیہ تنازع کو گزشتہ کئی دہائیوں کے دوران یورپ میں سلامتی کا سنگین ترین بحران قرار دیا جارہا ہے۔ روس کے حالیہ اقدام کے بعد سلامتی کا یہ بحران مزید سنگین ہوگیا ہے البتہ یوکرین اور روس کے درمیان تنازعات کی تاریخ طویل ہے اور حالیہ بحران کی جڑیں بھی اسی تاریخی تناظر میں پیوست ہیں۔

     یوکرین نے آزادی تو حاصل کرلی لیکن وہاں موجود 17 فیصد روسی النسل آبادی سمیت روس کے لیے نرم گوشہ رکھنے والے دیگر پریشر گروپس اور مغرب کی حمایت کرنے والے گروہوں میں تنازعات کا آغاز ہوگیا۔ اسی عرصے میں روس اور امریکہ کے درمیان سرد جنگ بھی جاری رہی۔ روس کو یورپ میں قابو کرنے کے لیے امریکہ نے نیٹو کے ساتھ مل کر لیتھیوانیا، پولینڈ اور رومانیہ میں فوج رکھ لی اور ہتھیار نصب کر دیے۔

     یوکرین کے مشرقی علاقوں سے روس کی سرحد پر مامور سکیورٹی افواج پر حملے ہوئے۔ اسے بنیاد بنا کر روس نے کرائیمیا پر چڑھائی کر دی جو تب سے روس کے کنٹرول میں ہے۔

     کرائمیا پر روس کے کنٹرول حاصل کرنے کے بعد یوکرین کے علیحدگی پسند گروپوں نے بھی ملک کے مشرقی علاقوں میں پیش قدمی کی اور حالات نے خانہ جنگی کی سی صورت حال اختیار کرلی۔ کریمیا تاتاری باشندوں کا آبائی وطن ہے جو اب نسلی اقلیت میں تبدیل ہوچکے ہیں اور کریمیا کی آبادی کا صرف 13 فیصد ہیں۔

      یہ علاقہ 1475ء سے 1774ء تک سلطنت عثمانیہ کا باجگذار رہا جس کے بعد 1783ء میں سلطنت روس نے اس پر قبضہ کرکے خانان کریمیا کی حکومت کا خاتمہ کر دیا۔ یہ علاقہ کسی زمانے میں مسلم اکثریتی تھا لیکن زار روس اور سوویت اتحاد کے عہد میں یہاں مسلمانوں کا وسیع پیمانے پر قتل عام کیا گیا اور انہیں دیگر علاقوں کو منتقل کرکے یہاں روسی باشندوں کو آباد کیا گیا جس کے باعث اب مسلمان یہاں اقلیت میں ہیں۔

     یوکرین، نارتھ اٹلانٹک ٹریٹی آرگنائزیشن (نیٹو) کا رکن نہیں ہے، مگر وہ 2008ء سے عندیہ دے رہا ہے کہ وہ جلد اس اتحاد کا حصہ بن جائے گا۔ 2014ء میں روس کی حمایت یافتہ حکومت کا تختہ الٹنے کے بعد سے یوکرین مغربی ممالک کے قریب ہوا ہے۔ یوکرین نے نیٹو کے ساتھ مشترکہ فوجی مشقیں کی ہیں، امریکہ سے ٹینک شکن میزائل اور ترکی سے ڈرون بھی حاصل کیے ہیں۔

     کرائمیا کا کنٹرول سنبھالنے اور مشرقی یوکرین میں باغیوں کی مدد کے تناظر میں یوکرین اور امریکہ اپنے بڑھتے ہوئے باہمی تعاون کو درست اقدام قرار دیتے ہیں۔ مبصرین یوکرین کے نیٹو اور امریکہ سے بڑھتے ہوئے تعاون کو بھی روس کے حالیہ اقدامات کا سبب قرار دیتے ہیں۔

     روس کے صدر پوٹن کو خدشہ ہے کہ مغربی ممالک سے بڑھتے ہوئے تعاون کی وجہ سے یوکرین روس کے خلاف نیٹو کے میزائلز کا لانچ پیڈ بن جائے گا۔ روس کا کہنا ہے کہ یوکرین کے خلاف اس کی فوجی کارروائی جنگ نہیں بلکہ ایک دفاع ہے اور اس کا مقصد اپنے ملک کے لئے خطرہ بن چکے امریکہ اور نیٹو کے حمایت یافتہ یوکرین کی عسکری و فوجی صلاحیتوں کو ختم کر دینا ہے۔

     دونوں اطراف سے الزامات کا سلسلہ جاری رہا، جرمنی اور فرانس کی مصالحت سے 2015ء میں یوکرین میں جنگ بندی ہوئی لیکن صورت حال کا کوئی سیاسی تصفیہ نہیں ہوسکا اور وقتاً فوقتاً جھڑپوں کا سلسلہ جاری رہا۔ ایک محتاط اندازے کے مطابق 14 ہزار افراد خانہ جنگی میں مارے گئے۔

      البتہ برطانیہ، امریکہ اور دیگر مغربی اتحادی ممالک نے روس پر پابندیاں عائد کرنے کا عندیہ دیا ہے اور ماہرین کہتے ہیں کہ بڑھتی ہوئی کشیدگی اور ساتھ ساتھ روس پر دھمکیوں کی پابندی کا براہ راست اثر تیل کی قیمتوں پر پڑے گا۔ روس دنیا میں سعودی عرب کے بعد سب سے زیادہ تیل پیدا کرنے والا ملک ہے اور قدرتی گیس پیدا کرنے والا سب سے بڑا ملک ہے۔

      عالمی ادارے فیڈلیٹی انٹرنیشنل کے ڈائریکٹر برائے سرمایہ کاری مائیک کری نے اس خدشے کا اظہار کیا کہ تیل کی قیمت 100 ڈالر فی بیرل سے زیادہ بڑھ سکتی ہے۔ دنیا میں استعمال ہونے والے تیل کے ہر دس میں سے ایک بیرل تیل روس کا فراہم کیا ہوا ہوتا ہے اور ان حالات میں تیل استعمال کرنے والے صارفین بہت متاثر ہوں گے۔

      روس اور یوکرین کی جنگ اس وقت بحث و مباحثہ میں تیل اور گیس کے گرد گھوم رہی ہے لیکن اس کے ساتھ ساتھ اس جنگ کے اثرات زرعی اجناس پر بھی مرتب ہونگے۔ خوراک کا تحفظ بھی نوع انسانی کا ایک بہت اہم معاملہ ہے۔

    روس و یوکرین کی جنگ کے زرعی اجناس پر بھی اثرات مرتب ہوں گے۔ اس وقت دنیا میں 14 ممالک ایسے ہیں جہاں یوکرین سے درآمد کی جانے والی گندم کی شرح کل کھپت کے 10 فیصد سے زیادہ ہے۔ روس اس وقت دنیا بھر میں گندم برآمد کرنے والا سب سے بڑا ملک بن چکا ہے اور سالانہ تقریباً 35 ملین ٹن ایکسپورٹ سے یوکرین کو پیچھے چھوڑ چکا ہے، جو دنیا میں گندم برآمد کرنے والا پانچواں بڑا ملک ہے۔ یوکرین پر حملے کے بعد عین ممکن ہے کہ روس کی گندم کی مانگ میں اضافہ ہو جس سے عالمی قیمتوں میں بھی اضافہ ہو گا۔

     ان ممالک کو جو امریکہ سے اپنی پینگیں بڑھائے ہوئے ہیں انہیں بھی یہ بھی یاد رکھنا چاہیئے کہ امریکہ اور اس کے حواری ممالک ورلڈ آرڈر کی اپنی حیثیت کھو چکے ہیں۔

      یوکرین اور روس کی جنگ میں بحیثیت ملک ہمارے لئے بھی ایک اہم سبق ہے۔ امریکہ اور اس کے حواری ممالک چین کی گھیرا بندی کرکے اسے جھکانے کی تگ و دو میں ہے، اس کام کے لئے اس نے تائیوان اور ہمارے ملک کو پیش پیش رکھا ہے۔ تائیوان کی چین سے بہت پرانی اور شدید عداوت ہیں، مگر ہمیں اس معاملے میں غور و فکر کے ساتھ آئندہ کا عمل طے کرنے کی ضرورت ہے۔ بھارت و چین کی دشمنی کو ایسی طاقتیں ہوا دے رہی ہیں جن کا صرف ذاتی مفاد وابستہ ہے۔ ایشوز کو ہوا دے کر ایسا ماحول پیدا کیا جارہا ہیں کہ بھارت و چین میں جنگ چھڑ جائے۔ کسی دوسرے کے بہکاوے میں آکر پڑوسیوں کو اور وہ بھی طاقتور پڑوسیوں کے ساتھ ماحول کو ناسازگار بنانے سے ہمارا اپنا نقصان زیادہ ہوگا۔ ان کے ساتھ معاملات کو اس حد تک سنجیدہ نہیں ہونے دینا چاہیئے کہ پھر یوکرین کی طرح بند گلی میں پہنچ جائیں اور جس کے سہارے آگ میں کودے تھے، وہ دور سے تباہی و بربادی کا تماشہ دیکھیں۔ اگلے چند دن یوکرین سے ملے مغربی ممالک کے لیے بہت اہم ہیں اور ان ممالک کی قیادت یقیناً پریشان ہوگی کہ کس حد تک امریکہ پر یقین کیا جا سکتا ہے؟ لگ یوں رہا ہے کہ یوکرین پر حملے سے روس کو روک نہ سکنا اور بعد میں فقط نمائشی اقدامات امریکی ورلڈ آرڈر کا اختتام ہوگا۔

      وہ تمام ممالک اور حکمران نیز شاہی خاندان فرمانروا اور شہزادے جنھیں اب بھی توقع ہے کہ امریکہ ان مسیحا بنے گا، اور آنیوالی ان دیکھی مشکلات میں ان کا ساتھ دیگا، وہ صدر یوکرین کے تازہ بیانات کا مطالعہ فرما لیں اور اپنے لیے ان بیانات کو سنبھال کر رکھ لیں، تاکہ سند رہیں اور بوقت ضرورت کام آئیں۔ امریکا کو دنیا میں کئی اور محاذوں پر بھی مسائل کا سامنا ہے۔ ابھی حال ہی میں نیٹو افواج امریکا کی قیادت میں بہت بڑی رسوائی کے ساتھ افغانستان سے نکل چکی ہیں۔ مشرق وسطیٰ کے فوجی محاذ بھی امریکی ہاتھوں سے سرکتے ہوئے دکھائی دیتے ہیں۔ عراق میں امریکی کاروانوں اور تنصیبات پر ہر روز حملے ہو رہے ہیں۔ امریکا کئی فوجی اڈے عراق کے حوالے کر چکا ہے اور بظاہر اپنی تمام تر افواج کو عراق سے نکالنے کا اعلان بھی کرچکا ہے۔ اگرچہ عملی طور پر اس کے ارادے اس کے اعلانات سے ہم آہنگ دکھائی نہیں دیتے۔ شام میں بھی امریکا کو ایک بھرپور ہزیمت کا سامنا ہے۔ وہ جنگ کے لیے اپنا بوجھ اپنے نیٹو اتحادی ترکی کے کندھوں پر ڈال چکا ہے اور کچھ کام وہ اپنے لے پالک دہشت گرد گروہوں سے لے رہا ہے، تاہم مجموعی طور پر اس کی شکست دنیا پر آشکار ہوچکی ہے۔

     یمن کی سات سالہ جنگ میں بھی امریکا اور اس کے اتحادیوں کے ہاتھ فی الحال رسوائی کے سوا کچھ نہیں آیا، تو سوال پیدا ہوتا ہے کہ کیا امریکا اور اس کے اتحادی روس جیسی ایک بڑی طاقت سے دو بدو جنگ لڑنے کی پوزیشن میں ہیں۔ اگر ایک طرف امریکا اور اس کے اتحادی روس پر نئی پابندیوں کی دھمکیاں دے رہے ہیں تو دوسری جانب یورپ کو یہ بھی خطرہ ہے کہ کسی فوجی معرکے کی صورت میں روس سے آنے والی تیل اور گیس کی سپلائی بھی بند ہوسکتی ہے۔ دنیا اس وقت بھی تیل کی قیمتوں کے حوالے سے ایک شدید بحران کا شکار ہے، بعض امریکی کمانڈر یہ بھی کہہ رہے ہیں کہ اگر نیٹو روس سے معرکہ آرائی میں مصروف ہوگیا تو چین تائیوان سمیت اپنے دعووں کے مطابق اپنے علاقوں کی طرف فوجی پیش قدمی کرسکتا ہے۔ وہ اپنی حکومت کو خبردار کر رہے ہیں کہ روس کے ساتھ معرکہ آرائی میں اس مسئلے سے غفلت اختیار نہ کریں۔

     کیا امریکہ اس قابل ہے کہ بیک وقت دنیا کی دو عظیم طاقتوں سے جنگ چھیڑ سکے۔ اس بات سے انکار بھی نہیں کہ بڑے بڑے ممالک اپنی طاقت کا 'شو پٹ اپ' کررہے ہوں۔  ایک مکمل جنگ کی طرف بڑھنے کا کسی کا بھی ارادہ نہ ہو۔ یہی وجہ ہے کہ مذاکرات کا سلسلہ بھی جاری رہا اور اب بھی ہے، ایک دوسرے پر الزامات تراشیاں تھمی نہیں اور دھمکیوں کا سلسلہ جاری رہا، اور سفارتی آمد و رفت کے زیرِ سایۂ فوجی نقل و حرکت بھی چلتی رہی۔ عارضی طور پر یوکرائن کو نیٹو کا حصّہ نہ بنانے کا اعلان بھی ظاہر کرتا ہے کہ نیٹو احتیاطی تدابیر بھی پیش نظر رکھے ہوئے ہے۔

      ہمیں یہ نہیں بھولنا چاہیے کہ روس اور امریکہ کے پاس آٹھ ہزار قابلِ استعمال جوہری ہتھیاروں کا ذخیرہ ہے۔ لہٰذا خطرات بہت زیادہ ہیں۔ سرد جنگ کے زمانے میں استعمال ہونے والا لفظ 'میڈ' (Mutually Assured Destruction) یعنی جوہری ہتھیار کو پہلے استعمال کرنے والا اور جس پر جوہری ہتھیار استعمال ہوا ہو، دونوں کی مکمل تباہی یقینی ہے، کا اصول آج بھی لاگو ہوتا ہے۔

     اللّٰہ ربّ العالمین! اس current scenario میں امت مسلمہ کو اپنا سمت سفر متعین کرنے کی توفیق عطاء فرمائے۔ باطل کے مکر و فریب سے ملت اسلامیہ کی حفاطت فرمائے۔ دنیائے انسانیت کو کسی بھی عالمی سانحہ سے محفوظ فرمائے۔ (آمین)

The chairman of the Council of Muftis, which represents Russian Muslims, and the Grand Mufti of Russia, citing population trends, predicted that about 30% of Russia's population would convert to Islam in the next 15 years.  Demographic changes mean that "dozens" of new mosques will need to be built in Russia's major cities.  Russia is the region where the Almighty has blessed Islam with great personalities of great stature, religious knowledge and understanding.

Isn't this news enough to wake up anti-Islamic forces?  The same hatred and enmity has driven them from nowhere.  Wars of hatred and enmity have forced them to shed the blood of their own people.  To our knowledge, only one to two percent of Ukraine's approximately 45 million population are Muslims.  The majority of the population is Christian.  But the lust for geographical boundaries forced them to shed their own blood.  Because these are the killers of humanity.

The conflict that the Islamic world is facing today is a shocking and disturbing phase. Violence and disorder have become the destiny of most Islamic countries.  The main reasons that are emerging are that the Islamic countries claiming the contract of the Islamic world have fallen into the lap of the enemies of Islam.  After which such countries have no concern for Islam and the followers of Islam have no concern.  So much so that in order to please the United States, many of the major Islamic countries or Islamic movements, known as the qiblah of the Islamic world, are taking pride in openly engaging in un-Islamic affairs.  Such people have become so blinded by the world's elites that they are losing sight of Islamic sanctities.

We believe that Islam has come to prevail, this is the promise of Allah and also the good news of the Holy Prophet.  It is proving to be a prelude to a great catastrophe for the Islamic world to play the role of "tuk tuk didam dum na kashidam" by putting its mouth in the sand like a rooster.  According to the prophecies of the last prophet of Allah, the Blessed and Exalted, regarding the domination of Islam, the region of Khurasan will play a major role in the Islamic awakening.  Large areas of Russia also belong to the same Khurasan region.

      As Allah Almighty spread the world of Islam in the form of Crimean Tatars, is not the Holy Lord able to take the task of awakening our dream rabbit's sleep from another nation?  And history testifies that Allah has re-established Islam from the ranks of enemies.

      May Allah (swt) protect the people of Islam from the so-called monotheists, who are under the shackles of slavery of the heretics, to protect Islam and the Ka'bah.

       For months now, the military and geographical conflicts with Ukraine and Russia have been the focus of global attention.  The latest escalation comes just days after Russia recognized the independence of Ukraine's two separatist regions of Donetsk and Luhansk and ordered its troops to enter.  Known as Europe's 'bread basket', Ukraine is a major supplier of grain from East Africa to the Middle East and South and Southeast Asia.

       The area remained a tributary of the Ottoman Empire from 1475 to 1774, after which it was annexed by the Russian Empire in 1783, ending the rule of the Crimean dynasty.  The area was once Muslim-majority, but under Tsarist Russia and the Soviet Union, Muslims were massacred and relocated to other parts of the country, where Muslims are now a minority.  ۔

Ukraine is not a member of the North Atlantic Treaty Organization (NATO), but has been hinting since 2008 that it will soon join the alliance.  Since the overthrow of the Russian-backed government in 2014, Ukraine has moved closer to the West.  Ukraine has conducted joint military exercises with NATO, acquired anti-tank missiles from the United States and drones from Turkey.

      In the context of taking control of Crimea and helping the rebels in eastern Ukraine, Ukraine and the United States justify their growing cooperation.  Observers also point to Ukraine's growing cooperation with NATO and the United States as the reason for Russia's recent actions.
